{"id":33001,"date":"2020-02-27T15:54:03","date_gmt":"2020-02-27T23:54:03","guid":{"rendered":"https:\/\/www.washington.edu\/research\/?page_id=33001"},"modified":"2025-12-23T15:17:10","modified_gmt":"2025-12-23T23:17:10","slug":"office-of-research-misconduct-proceedings","status":"publish","type":"page","link":"https:\/\/www.washington.edu\/research\/compliance\/office-of-research-misconduct-proceedings\/","title":{"rendered":"Office of Research Misconduct Proceedings"},"content":{"rendered":"<p>The Office of Research Misconduct Proceedings (ORMP) coordinates the University\u2019s handling of allegations of research misconduct against members of the University community, in consultation and cooperation with the University\u2019s schools, colleges, and campuses.<\/p>\n<p>ORMP assesses research misconduct complaints and, where appropriate, initiates the research misconduct process. ORMP fulfills the institution\u2019s obligation to assure compliance with the regulations of the University\u2019s federal funding partners.<\/p>\n<p>The University\u2019s policy and procedures for addressing allegations of research misconduct are published in the ÁñÁ«ÊÓƵ Policy Directory, Executive Order No. 61,\u00a0\u201c<a href=\"https:\/\/policy.uw.edu\/directory\/po\/executive-orders\/eo-no-61-research-misconduct-policy\/\">Research Misconduct Proceedings,<\/a>\u201d which was updated in February 2016.<\/p>\n<h2>What is Research Misconduct?<\/h2>\n<p>Research misconduct is the<strong> fabrication, falsification, or plagiarism in proposing performing, or reviewing research, or in reporting research results.<\/strong><\/p>\n<ul>\n<li><strong>Falsification:<\/strong> manipulating research materials, equipment or processes, or changing or omitting data or results such that the research is not accurately represented in the research record.<\/li>\n<li><strong>Fabrication:<\/strong> making up data or results and recording or reporting them.<\/li>\n<li><strong>Plagiarism:<\/strong> the appropriation of another person\u2019s ideas, processes, results, or words without giving appropriate credit.<\/li>\n<\/ul>\n<p>Research misconduct is <strong>not<\/strong>:<\/p>\n<ul>\n<li>Reuse of a moderate amount of commonly-used language in a field,<\/li>\n<li>Disputes among collaborators on a research project, or<\/li>\n<li>Honest errors or differences of opinion.<\/li>\n<\/ul>\n<h2>What happens to me if I report research misconduct?<\/h2>\n<p>After a complaint is made and determined to be an allegation of research misconduct that meets certain criteria, ORMP opens an inquiry.\u00a0 At that point the complainant becomes a witness to the proceedings. They may be called upon for additional information or interviews. The University shall strive to honor a complainant\u2019s request that the complainant\u2019s identity in a research misconduct proceeding remain confidential. The University will not tolerate retaliation against complainants, witnesses, experts, Advisory Committee members, or others for their involvement in a research misconduct proceeding.<\/p>\n<p><em> Download <a href=\"https:\/\/www.washington.edu\/research\/wp-content\/uploads\/What-Is-ORMP_Handout.pdf\" target=\"_blank\" rel=\"noopener\">&#8220;What is ORMP&#8221; PDF<\/a><\/em><\/p>\n<h2>Research Misconduct Proceedings<\/h2>\n<p>The Office of Research Misconduct Proceedings (ORMP) is guided by <a href=\"https:\/\/policy.uw.edu\/directory\/po\/executive-orders\/eo-no-61-research-misconduct-policy\/\">Executive Order No. 61.<\/a> Throughout the process the evidence must be sufficient and specific enough to warrant continuing to the subsequent phase.
